    In accordance with article 12 of the Constitutional Law "On the Government", establishes the Provision on the Agency of Labour and Employment (Appendix 1), which defines the essence, the functions, the organization of the activity of the Agency; also the structure of the central apparatus of the Agency (Appendix 2); the scheme of management of the Agency (Appendix 3); the list of organizations of the system of the Agency (Appendix 4). Establishes, inter alia, the ultimate number of workers of the Agency up to 389, also the source of financing of the Agency.
    Repeals the Government Decree No. 102 of 3 March 2007 "On State Agency of Social Protection, Employment and Migration".

    Makes numerous amendments to the existing Law. Namely, makes minor wording changes to articles 1 (main concepts), article 3 (population's employment and equivalent activities), article 4 (unemployed citizens) article 6 (main principles of State policy in the field of population's employment), article 7 (state guarantees for population employment), article 8 (citizens' rights to employment provision), article 9 (additional employment guarantees to certain groups of population), article 12 (employment regulation), article 16 (funding of measures to promote employment), article 17 (statistical reporting and information about population's employment), article 19 (employers' assistance in population's employment), article 21 (professional training, skill improvement and retraining of the unemployed), article 22 (organization of public works), article 24 (social assistance guarantees to the unemployed), article 27 (procedure of determination of unemployment benefits amounts), article 28 (suspension and end of unemployment benefits' payments).
    Gives, inter alia, new wording to articles 23 on procedure of provision of advisory services and financial assistance to the unemployed and labour migrants willing to begin entrepreneurial activities. Also amends article 25 regulating conditions and deadlines for unemployment benefits payments; article 26 on procedures for the extension of payment of unemployment benefits to citizens having length of employment giving right to retirement; article 29 on amount of allowance to the unemployed during the period of their professional training.

    Establishes State policy in the field of employment providing for the implementation of citizen's rights to work and social protection in the event of unemployment. Deals, inter alia, with social partnership in employment promotion, State Employment Service, financing measures, vocational training and rehabilitation, organisation of social work, and social guarantees in the event of job loss.

    Provides for guarantees in realization of citizens' rights to work: Defines "active population" and "unemployed" and fixes basic principles of employment policy. Contains State guarantees of the right to work. Makes provision for regulation and organization of employment, State programmes, employment services, their rights and obligations, professional training and upgrading. Establishes social guarantees in case of work loss. Unemployment benefit (minimum amount according to categories of workers) and material assistance.
