    Amends the Industrial Relations Act, 1993 by repealing in section 2 the definition of public officer and substituting the following definition - ""public officer" means a person holding an office of emolument in a civil capacity in the service of the Government;", by repealing in section 9(1) paragraph (e), and by repealing in section 47(1) the words "section 46(1)" and substituting the words "section 46(2)".

    Establishes the Seychelles People's Defence Force. S. 31 permits the Defence Force to assist civil powers in situations threatening national security; S. 31 allows the Force to perform non-military public service.
