    The Law makes various amendments to the Law on Nationality and Residence, 1975 in particular by removing discriminatory provisions concerning the right to obtain Surinamese nationality which in the 1975 Law differentiated between the rights of men and women to pass on their nationality. Under the new Law,
    - a child is now granted Surinamese nationality automatically if their father or mother is Surinamese at the time of their birth (article 3(a) as amended). The explanatory note to the Law states that this amendment ¿demonstrates the full equality of the man and woman (father and mother) before the law in the establishment of the nationality of the child at birth¿.
    - all differentiations between men and women with respect to the acquisition and loss of nationality have been removed, including from article 12.
    - Surinamese nationality will not be lost where this would lead to statelessness (new article 11(a)).
    - Article 3(c) of the Law retains the provision of the 1975 law which grants Surinamese nationality to any child born on the territory who would otherwise be stateless, and article 4(b) retains the provision which grants Surinamese nationality to foundlings or abandoned children found in the territory, whose parents are unknown.

    This Ordinance implements provisions of the Fish Inspection Act. It is based on guidelines of the EU.
    The 33 article are divided into 8 Chapters: Definitions (1); Conditions for the placing on the market of fish products (2); Self-control (3); importation (4); Exportation (5); Inspection and control (6); Recognition and registration (7); Final provisions (8).
    The Ordinance deals, inter alia, with the conditions to introduce fish products on the market, types of products, the way in which they should be handled within establishments, auto-control (HACCP), and import and export. The ordinance also addresses inspection and testing procedures. Chapter 7 concerns recognition and registration of fish processing installations.

    The Fish Inspection Act governs the production, trade, import and export of fish products in Suriname (including aquaculture) and covers the food chain from catch and production to export and sale. According to the Act, any kind of fish product must be inspected before being sold. The Minister of Agriculture, Animal Husbandry and Fisheries is the responsible authority under the Act, although in some cases the Minister of Health needs to be consulted. Inspection and control are carried out by quality managers and fisheries inspectors. The investigation of offences is carried out by special officers, appointed by the Minister. According to the Act, a Fish Inspection Institute shall be established. It shall be a legal entity according responsible for the quality inspection of fish products. Its tasks shall be the following: development of quality standards; inspection and control with respect to the hygiene situation on board of fishing vessels, landing sites and other establishments including fish farms, production process, water quality, hygiene requirements of personnel and packing, labelling, storage and transport; registering of landing sites and fish farms and the recognition of other establishments; issuance of inspection and health certificates; instruction and education of personnel; monitoring. In case of non-compliance with the provisions of the Act, the Institute is authorized to apply specified measures of enforcement. By state Ordinance and Ministerial Order, detailed rules shall be elaborated on a wide variety of issues concerning the production, trade, import and export of fish and fish products.

    The Maritime Authority is established as a corporation under article 3 in the framework of privatization of public services. The Corporation shall be responsible for safe and efficient maritime traffic from and to Suriname in accordance with international conventions ratified by Suriname and the supervision and control on maritime navigation in accordance with laws of Suriname. The Corporation shall further render services to sea going vessels in particular with regard to exportation and importation of goods. The Corporation shall have a Board of Directors, a Supervisory Board and a Director.

    This Decree provides that the Central Federation of Public Servants' Organisations is the trade union federation, to the exclusion of all others, with which negotiation or consultation can take place on personnel matters affecting public servants who are covered by the Civil Service Act (Gouvernementsblad 1962, No. 195; text now in force: Staatsblad 1985, No 41, as last amended by Staatsblad 1987, No. 93). The State Decree of 6 January 1969, respecting the composition, setting up and procedure of the Commission for Organised Consultation (Gouvernementsblad 1969, No. 1), is repealed.

    This State Decree issued under the Civil Service Act (Gouvernementsblad 1962, No. 195; text now in force: Staatsblad 1985, No. 41, as amended by Staatsblad 1987, No. 93), provides for the granting to public servants of leaves of absence for special circumstances. These circumstances include maternity leave (six weeks prior to confinement probably taking place, and six weeks thereafter); marriage; confinement of spouse or concubine; specified anniversary dates of commencement of public service; 25th or 40th wedding anniversaries; moving; and death of specified relations. The Leave of Absence Decree, 1973 (Gouvernementsblad 1973, No. 115) is repealed.
