    Makes a number of amendments to the Merchant Shipping (Safety Convention) Regulations.     and stability, machinery and electrical installations) is introduced to provide a methodology for alternative design and arrangements for machinery and electrical installation. Provides for enhanced lighting and fire detection and fire alarm systems provisions for passenger ships. Also adds a new provision in Chapter III (Life-saving appliances and arrangements) to provide a methodology for alternative design and arrangements for life-saving appliances and arrangements.

Amendments include, inter alia, changing the definition of life imprisonment to mean "imprisonment for the duration of a persons natural life"; enhancing penalties for racially or religiously aggravated offences (article 74); insertion of a new Chapter VIB concerning genocide; and replacing sections 375 to 376D with new sections concerning sexual offences, including prostitution and sex with a minor. Schedule A includes a tabular statement of offences under the Penal Code.
