    The Law establishes a Commission for Mass Communications and Information Technology (CMCIT), as an independent body under the supervision of the communications minister with broad discretionary powers to grant or rescind licenses to companies that provide Internet cable, satellite, and land and wireless phone connections. The law imposes harsh penalties on people who create or send "immoral" messages, and gives unspecified authorities the power to suspend communication services on national security grounds. Any communication service provider that "contributes" to the dissemination of messages that violate these vague standards can be punished.

    Regulates procedure of granting ministry employees special parental, maternity or child-care leave without pay, as stipulated in Order No. 13 of 1979 of the Civil Service Council. To be eligible for special maternity or child-care leave, employee must have at least 3 years of service. Employee is entitled to maternity leave after maximum of 1 year after termination of delivery leave. Employee must not have undergone disciplinary sanctions during preceding year. Also sets forth some additional requirements.

    Periodic leave shall be for 35 days each year, to be increased to 45 days for an employee who has been employed for at least 15 by the State, weekly holidays and official holidays occurring during the period of leave shall not be calculated as being part of it.
    A periodic leave may not be granted before six months from the date of entering into service, the salary due for periodic leave shall be paid when it commences.

Establishes that employee may be granted special leave without pay for 6 months to 3 years, during entire service period, provided that he or she is Kuwaiti citizen and has been in government's service for a continous period of no less than 10 years and is at least 50 years old. Leave may be granted for 6 months to 4 years to: (a) Kuwaiti married employee or non-Kuwaiti emplyee who is married to a Kuwaiti; or (b) Kuwaiti widowed or divorced employee with children, or non-Kuwaiti widowed or divorced employee with Kuwaiti children, provided that she has been in government's service for non less than 1 year. Married employee may be granted this leave to accompany her husband abroad even if in government's service for less than one year, if her husband is Kuwaiti.
