    Order No. 6 of 2011 deals with the conditions and rules concerning the entitlement to retirement pensions for care givers of disabled persons. In this regard, the insured person or the beneficiary who takes care of someone with a moderate or severe disability is entitled to retirement pension payments, if they have an accumulated service period of at least 20 years for men and 15 years for women. The caregiver must be a Kuwaiti citizen or have a Kuwaiti mother.

    Provides for the opening of national offices for recruiting workers, both from abroad and from within, for employers in the national sector. Attached are the "Bylaws to regulate the National Recruiting Offices" which regulate application for recruitment and administration of recruitment offices. Inter alia, applicants for recruitment must be Kuwaiti and be 30 years of age. Recruiting offices are obliged to provide workers with a contract and are prohibited from demanding fees from employees.

    Order No. 6 of 1994 of the Council of Ministers to establish a Coordination Commission for manpower regulations.

    The aims of the Commission, composed inter alia of representatives of the Ministries of Planning, Trade and Industry, Finance, and Education, are to prepare a strategy called "Building Kuwait with Kuwaitis" and to coordinate the labour and employment regulations applied by the various authorities concerned with a view to maximizing the use of available labour. To this end the Commission is to undertake a labour market survey to determine what needs to be done to rationalize the occupational and sectoral distribution of Kuwaiti labour; design a strategy for developing education and training in the light of labour market needs; prepare programmes to enhance the participation of Kuwaitis in the private sector; and consider amendments to existing legislation on employment.

    Ministerial Order No. 617, 1992, to regulate the procedure for obtaining licenses for domestic service agencies.

    An Order of the Minister of Internal Affairs to specify conditions of eligibility for a domestic service agency license and various other matter concerning the application of Legislative Decree No.40, 1992. Licensed agents are responsible for bringing domestic servants to Kuwait (usually from Asia) under a contract concluded with the prospective employer. The employer must pay the agency's commission and the servant's travel expenses, but if he is dissatisfied, the servant is repatriated at the agent's expense. Two model contracts are published at the end of the Order: the first is the contract of agency and the second, a contract of employment to be concluded between the employer and the servant. However, it is unclear whether these contracts are an integral part of the Order.

    Arrêté No. 90 de 1989 du ministre des Affaires sociales et du Travail relatif aux critères que doivent remplir les demandes de main-d'oeuvre des employeurs dans les différentes activités du secteur privé.

    Cet arrêté prévoit notamment que l'activité exercée par l'employeur soit enregistrée auprès de l'administration du travail compétente, que la demande de main-d'oeuvre soit justifiée et que les qualifications demandées soient en rapport avec l'activité économique autorisée.
