Introduces wording changes into Article 16 (on the human rights and freedoms); Article 20 (on the adoption of laws related with human rights), supplementing it with a new sentence; Article 24 (on the right to freedom and personal immunity). Supplements Article 26 (on the principle innocence of a person until the opposite is proven) with new part 7. Rephrases part 5 of Article 36 (on the essence of family). Repeals a sentence in Article 41 (on the right to appeal to state body). Makes wording changes in Articles 50 (on the rights and duties of a citizen), 64 (the President), 68 (suspension of the competencies of the President), 74 (the competencies of the Parliament), 81 (the laws adopted by the Parliament), 84 (candidacy for the position of the Prime Minister), 86 (the question of distrust in the Government), 87 (the retirement of the Prime Minister), 89 (duties of the Prime Minister), 94 (Judges), 95 (peculiarities of the position of a judge), 96. (Supreme Court), 102 (court self-governance), 104 (Prosecutor's office). Also adds new paragraphs to Article 70 (the Parliament), Article 72 (deputee of the Parliament), Article 75 (the election of the Speeker of the Parliament, also the competencies and duties thereof).

    Defines the legal basis of declaring, maintaining and repealing of State of martial law. Regulates the competences of State agencies in situations of martial law as well as rights and duties of physical and legal persons and organizations. Article 16, inter alia, contains provisions on citizens who have the duty to participate in reconstruction efforts resulting from war and natural destructions. Articles 19 prohibits organization of any elections or referendums during the martial law.

    Repeals the previous law on State of Martial Law of 1998.

    Makes miscellaneous amendments to Constitution of Kyrgyzstan. Divided into 8 chapters. Chapter 1 contains general principles, and provides for organization and activity of the State. Chapter 2 makes provision for citizenship, human rights and freedoms, and rights and duties of citizens. Chapter 3 regulates election and powers of President. Chapter 4 provides for power of Jogorku Kenesh of the Kyrgyz Republic and for legislative activity. Chapter 5 deals with executive power of Kyrgyz Republic. Chapter 6 regulates courts and judicial system. Chapter 7 deals with local self-government. Chapter 8 sets forth procedure for changing and amending of Constitution.
