    With the aim of creating a sustainable and effective system of professional development of state and municipal servants, also in accordance, inter alia, with the laws "On State Service" and "On Municipal Service", establishes the Temporary provision on the procedure of training of state and municipal servants, which contains: general provisions, the procedure of organization of training, the organization of the general and administrative directions of the training with 2 appendices on the documentation of the procedure.
    Also establishes the Temporary provision on the state order for the training of state and municipal servants, which contains: general provisions, the procedures of formation, financing, location and realization of the state order, with an appendix introducing the document form of the state order.
    Recommends the state staff to introduce a law draft targeted at the perfection of the legislation on the state and municipal services.
    The temporary provisions enter into force on 31 December 2015.

    In accordance with Law on Public Service and Law on Municipal Service and with the aim of improving the payment system and the efficiency of employment and of public and municipal servants the decree, inter alia, approves:
    - a program of improving of the wage payment system for the years 2013-2020;
    a typical job instruction for public and municipal servants;
    - typical requirements for qualification to groups of public and municipal administrative positions;
    - a regulation of the procedure of the assessment of the activity of public and municipal servants;
    - a plan of realization of the program;
    - defines that the assessment of activities of employees begins from 1 January 2014;
    - orders to state and local authorities to inform the Ministry of Labor, Migration and Youth about the process of realization of the program on quarterly basis not later than 10 of the month;
    - defines the date of informing the Government about the processing of the program by the Ministry of Labor, Migration and Youth;
    - orders the Ministry of Finances and State Human Resources Service to make suggestions on the procedure, terms and adequate compensation of overtime employment of certain groups;
    - orders State Human Resources Service to provide methodical and consulting support for the assessment of the activity of servants.

    Replaces the phrase 'Agency of the Kyrgyz Republic on Public Service' and the word 'Agency' by 'Competent Government Agency' in in the whole text of the law.

    In article 1 replaces the word 'administration' by the word 'staff'; in article 12 para 12 amends the article providing that structure, provisions and head of the Competent Government Agency on Public Service shall defined by the President of the Kyrgyz Republic; in article 20 para 13 amends as follows 'provisions on attestation of public servants is introduced by Competent Government Agency on Public Service and approved by the President of the Kyrgyz Republic'.

    Provides for universal draft for Kyrgyzstan citizens independently from their racial, language, religious, social or educational status. Defines the categories of citizens, gender and age groups eligible for different types of military service. Chapter 7 provides for alternative military service for certain categories of citizens, depending on their religious believes, marital status, health condition or criminal record.

    Repeals, inter alia, the previous law on Universal Draft of 1993 and the Law on Alternative Service of 1997.
