Des primes sont accordées aux fonctionnaires ayant une ancienneté de 25, 30 et 40 ans de service, respectivement 2, 3 et 5 mois de salaire. Les fonctionnaires ont droit ŕ des allocations alimentaires, vestimentaires et pour leurs vacances. D'autres subventions sont autorisées (transports, achat de maison, mariage, études, etc.).

Sont précisés également les conditions d'embauche dans la fonction publique, les modalités de modification ou de terminaison du statut du fonctionnaire, les rapports de travail (évaluation du travail, droit ŕ la formation et responsabilités du fonctionnaire), le temps de travail, les heures de repos, les conditions de promotion et de rémunération, et les responsabilités civiles du fonctionnaire et de l'employeur en cas de dommage matériel dű ŕ une négligence.
