    Overturns land reform legislation enacted after the 1952 revolution. Land owners can now increase the annual rent for agricultural land up to a ceiling of 22 times the tax levied on the land, up from the previous ceiling of 7 times the tax. All current leases on agricultural land must be renegotiated by the end of agricultural year 1996-97. Owners are now allowed to sell their land without their tenants' consent.

    Act No. 29 of 1992 to establish a special allowance for civil servants and add the additional allowance to the basic wage.

    Civil servants shall be granted a special monthly allowance of 20 per cent of the basic wage as from 30 June 1992. This allowance shall not be part of the basic wage of a worker and shall not be subject to any taxes or fees. Article 3 regulates the entitlement of the allowance. The Minister of Finance shall make the necessary orders to apply the provisions of this special allowance.

Chapter I covers civil service posts; Chapter II concerns appointments; Chapter III governs the calculation of remuneration; Chapter IV relates to promotions; Chapter V deals with wages and increases; Chapter VI provides for payment in cash and in kind and allowances; Chapter VII governs wages based on production as well as benefits and health and social welfare; Chapter VIII relates to transfers, temporary reassignments, loan of services, probationary periods and training; Chapter IX deals with holidays; Chapter X provides for employees' duties and prohibited activities; Chapter XI covers education and disciplinary sanctions; and Chapter XII governs termination of employment.
