    The Law covers all citizens, whether they are public or private employees, seasonal or permanent workers, men or women, child or adults. It also covers workers’ spouses, parents and children as well as work injuries. It applies mandatorily on all citizens existing in Egypt and optionally on Egyptians working or living abroad. It can be also extended to foreigners who are earning their income or living in Egypt subject to reciprocity.
    Government shall guarantee free healthcare services to people who are unable to pay the contribution fees according to the rules to be determined by the Prime Minister.

    Decree No. 86 of 2000 amending parts of the Social Insurance Law No. 79 of 1975.

    Amends parts 72, 74 and 83 of Law No. 79 of 1975 with regard to the proportion of wages to be allocated to Social Insurance for medical care and sickness benefit. The amount is set at 1 per cent of the wages.

    Health insurance as provided for in Chapter V of Act No. 79 of 1975 is extended to government employees and the staff of the local administration, public authorities, public enterprises, and the public and private business sectors of the Governorate of South Sinai, who were not yet covered.

    Establishes a new health insurance scheme to cover students until the end of their university studies, and children attending schools or nurseries. The scheme is to be applied gradually over the next five years.

    Order No. 88, 1990, of the Ministry of Health to specify the applicability of the provisions of health insurance to workers of bodies, administrations and departments of the Ministry of Agriculture, not covered by the medical insurance scheme of the Ministry.

    Decree (No. 174 of 1967) regarding the payment of insurance subscriptions under the Law (No. 75 of 1964) concerning health insurance.

    Establishes provisions to govern subscriptions to the health insurance programme for public servants. Provides that the subscriptions of suspended or sick workers shall continue and that any payments that fall due during this period are to be considered as debts of the worker.

    Decree (No. 3183 of 1966) regarding medical treatment of working people and citizens abroad.

    Provides for the creation of medical treatment centres abroad to care for government employees working outside of Egypt. Stipulates that other citizens may be treated at the centres, but at their own expense.

    Provides that all government employees and pensioners - with the exception of the armed forces - shall enjoy the health insurance system.
