    Amends section 3 of Ministerial Order No. 38, 1977, to provide that the union shall be responsible for paying the wages of workers released by private-sector employers to perform trade union duties. The Union may also grant workers released from the civil service, the public sector or the private sector, a special allowance not exceeding 30 percent of their basic wages. All such payments must be charged to the Union's administrative expenses account.

Stipulates that establishments are generally to be closed at 22:00 during the summer and 21:30 in winter. Provides that groceries and butchery shops may stay open until 23:00 in summer and 22:30 in winter.
