    Establishes the National Human Rights Council and sets out its membership, functions and administration. The president of the Council is to submit an annual report to the President of the Republic, the President of the People's Assembly and the President of the consultative assembly (Shura council).

    This Act outlines new conditions for trial, detention and compensation. Section I repeals Sections 63-4, 208-A, 208-B, 208-G, 233-3, 260-2, 267, 309, 323, 324, 325-1, 401-2 & 3, 402-1 and 412 of the Criminal Code. Section II adds new clauses (18, 18A, 24 and 251) Section III adds a second clause to Section 205 and a final one to Section 328.

    Supersedes Law (No. 148 of 1980) concerning the Authority of the press. Provides for freedom of speech and freedom of press, and sets forth requirements concerning the ownership of papers and their licencing. Specifically prohibits controls on the press except in matters connected with public safety or national security.

    Act No. 93 of 1995 to amend certain provisions of the Penal Code, the Code of Criminal Procedure and Act No. 76 of 1970 establishing the union of journalists.

    Lays down penalties for libel and publication of false information and provocative material that is likely to breach the peace. Prescribes imprisonment of at least five years where such acts are committed with the intention of damaging the national economy.
