Así, modifica lo relativo a su objeto y finalidad, y sus principios, enfoques, derechos protegidos y garantías. Además, modifica lo relativo a las medidas de seguridad y protección y las medidas cautelares, la prohibición de mediación y conciliación, la competencia, las formas de violencia y el carácter vinculante de las políticas públicas en la materia. Asimismo, crea la Comisión Nacional para Garantizar el Derecho de las Mujeres a una Vida Libre de Violencia, estableciendo sus principios, atribuciones y composición. También modifica lo relativo a las penas por los delitos de violencia sexual, acto sexual con víctima especialmente vulnerable, abuso sexual sin penetración, prostitución forzada, esclavitud sexual, acoso sexual, violencia patrimonial o económica, violencia política, violencia obstétrica, esterilización forzada, violencia informática, ofensa pública por razones de género, violencia institucional, tráfico y trata de mujeres, niñas y adolescente y femicidio.

    Makes provision for annual public-labour obligation. Obligation to perform annual public labour applies to Vietnamese citizens, aged between 18 and 45 for men, and between 18 and 35 for women. Annual public-labour obligation is 10 workdays for every citizen. Also makes provision for exemption from this obligation, public-labour obligation in emergency cases, labour accidents while performing public-labour obligation, responsibilities of ministries and people's committees of different levels, and sanctions.

    Provides for citizens' public labour obligations. Establishes that each citizen must contribute 10 workdays of annual public labour. Annual public labour shall be used for the construction and renovation of traffic roads, irrigation works, health stations, veterans' graveyards, and other public-utility projects. Section 10 provides for exemptions from this obligation, and Chapter III for public labour obligations in emergency situations.
