Résumé/Citation: This Proclamation in s.1. defines "black area" By s.2, "all powers, functions and duties affecting health matters in respect of Blacks in any Black area shall be under the control of the Minister". By s.3, the "provisions of any ordinance of a provincial council or any other law relating to the establishment, maintenance and management of hospitals shall, in so far as they relate to any hospital in any Black area, continue to be of force and effect in respect of that hospital".
