Allows the President to make emergency regulations if a state of emergency has been declared under Art. 37 of the Constitution of 1996. Emergency regulations may not impose penalties of imprisonment of more than three years, and regulations governing the detention of persons shall provide international humanitarian organizations access to detained persons.
