Chapter 2 sets forth mine owners' duties, including the obligation to establish a safety policy and to provide health and safety training. Managers shall also establish a system of medical health surveillance. S. 23 gives employees the right to leave dangerous working places. Chapter 3 provides for the establishment of health and safety committees. Chapter 4 creates two tripartite institutions: a Mine Health and Safety Council and a Mining Qualifications Authority. Chapter 5 covers mine inspection. Chapter 7 covers legal proceedings and offences. Inter alia, it shall be an offence to discriminate against employees exercising their rights under this Act.
