Résumé/Citation: Employers who contract out employees to other employers without maintaining an official employment service pusuant to s. 13 of the Act regarding employment promotion require a special permit. Contracted out employees retain their employment relationship with the original employer. There shall be no new labour contract between the employee and the temporary employer. The Act provides protection for contracted out employees against short term employment in times of a surge in the demand for labour and against dismissal in during a fall in the demand for labour.
