Résumé/Citation: Provides comprehensive legislation for the investigation of and rehabilitation and recompensation for human rights violations committed from 1 March 1960 to the cut-off date contemplated in the Constitution, within or outside of the Republic of South Africa. Chapter 2 establishes a Truth and Reconciliation Commission with the purpose of providing a comprehensive account of violations, establishing the fate of victims, and facilitating amnesty for persons willing to make a full disclosure about human rights violations. Chapter 3 establishes a Committee on Human Rights Violations with the purpose of investigating violations and making recommendations to the Commission. Chapter 4 provides for regulations on the granting of amnesty, including the establishment of a Committee on Amnesty. Amnesty is to be granted to individuals who make a full disclosure and who were acting, with a political objective, on behalf of a publicly known liberation movement or state security forces. Chapter 5 establishes a Committee on Reparation and Rehabilitation.
