Abstract/Citation: In accordance with Law on Public Service and Law on Municipal Service and with the aim of improving the payment system and the efficiency of employment and of public and municipal servants the decree, inter alia, approves:
- a program of improving of the wage payment system for the years 2013-2020;
a typical job instruction for public and municipal servants;
- typical requirements for qualification to groups of public and municipal administrative positions;
- a regulation of the procedure of the assessment of the activity of public and municipal servants;
- a plan of realization of the program;
- defines that the assessment of activities of employees begins from 1 January 2014;
- orders to state and local authorities to inform the Ministry of Labor, Migration and Youth about the process of realization of the program on quarterly basis not later than 10 of the month;
- defines the date of informing the Government about the processing of the program by the Ministry of Labor, Migration and Youth;
- orders the Ministry of Finances and State Human Resources Service to make suggestions on the procedure, terms and adequate compensation of overtime employment of certain groups;
- orders State Human Resources Service to provide methodical and consulting support for the assessment of the activity of servants.
