Amends Regulations 10 and 20 of Chapter II-2; Regulations 6 and 20 of Chapter III; Regulations 7 of Chapter IV and adds a new Regulation 6 in Chapter XI-1 concerning "Additional Requirements for the Investigation of Marine Casualties and Incidents". Finally amends the Second Schedule.
