Second Region

Regulates relations arising from exercise of the Constitutional right to assemble publicly and without arms, both indoors and outdoors, without prior permission. Establishes the conditions and procedures to held these demonstrations. Establishes, inter alia, the obligation to notify the authorities in advance if an assembly or manifestation will be held in public thoroughfare. Restricts the right of assembly and manifestations to the personnel of, inter alia, armed forces, police.
