Abstract/Citation
It adds article 3A to the basic law (No. 47(I) related to the competences and the realization of the obligations of civil servants and officers. Also amends article 18 by repealing paragraph 4 and adds a new article 21A relating to the payment of management fine. Replaces article 22 by another article related to the payment of management expenses and of management fines.
