These Regulations give effect to the International Regulations for Preventing Collisions at Sea 1972 as amended by Resolution A464 (XII) of the Intergovernmental Maritime Consultative Organization, which are set out in the Schedule. Regulation 4 prescribes the signals of distress set out in Annex IV to the International Regulations as the signals of distress to be used by ships registered in Hong Kong. Regulation 5 requires all ships registered in Hong Kong to comply with the International Regulations. These Regulations replace the United Kingdom Merchant Shipping (Distress Signals and Prevention of Collisions) Regulations 1983 (SI 1983/708) which at present apply to Hong Kong.
