Presents an analysis of the social security system and provides for its improvement: improvement of State social standards, development of social protection for basic social risks (old-age, loss of working capacity, loss of the bread-winner and loss of job), improvement of the organization of social assistance. Also deals with rehabilitation of the disabled, social services, regulation of labour relations (development of social partnerships) and regional aspects of social reforms.
