Comprehensive legislation on protection of children. Divided into 18 parts. Part 1 defines objective and scope of act. Applies to individuals under age of 18. Sets forth right of children to protection and care. Rights of children shall be maintained in accordance with their age and development. Parents are obliged to treat children with care and consideration. Parts 2 and 3 establish authorities in child protection. Part 4 regulates notification and other obligations to child protection authorities. Part 5 provides for initiation of child protection case, Part 6 for arrangements made by child protection committees, Part 7 for other arrangements made by child protection committees, and Part 8 for child committee procedure. Part 9 regulates procedures of child protection appeals board, Parts 10 and 11 special procedures in court proceedings, Part 12 placement in foster care, and Part 13 homes and institutions for which the state is responsible. Part 14 deals with homes and other arrangements on the responsibility of municipalities, Part 15 with division of costs of child protection activities, Part 16 with placement of children by other parties than child protection committees, and Part 17 with general protective measures. Finally, Part 18 contains penalty provisions. Repeals Child and Youth Protection Act (No. 58 of 1992).
