Abstract/Citation: Comprehensive legislation to provide for a correctional system. Sets forth requirements governing discipline, security, and treatment of sentenced and unsentenced prisoners. S. 40 allows for prison labour performed in order to foster habits of industry; prisoners shall not be compelled to work as a measure of discipline or punishment. Establishes a National Council for Correctional Services, a Judicial Inspectorate, Independent Prison Visitors, and an internal service evaluation.
