Sets forth consumer rights, including the right to information about a product, the right to choose products, and the right to form "social organizations" to defend consumer interests (s. 12 and Chapter 5). Vendors must ensure that their services or merchandise conform to the Law on Product Quality, and guarantee that these conform to set safety standards as well as as any advertising for the products. Consumers have the right to a refund for defective merchandise; Chapter 6 provides recourse to litigation.
