Second Region

Defines the main objectives and formulates the policies for privatization during the second stage of the privatization process. Principal feature of the second round is the termination of the voucher method of privatization, under which ownership of enterprises could be acquired in exchange for special certificates issued by the State to all citizens free of charge. Lists the facilities and enterprises which are not subject to privatization. Introduces mechanisms to promote the productivity and competitiveness of newly created companies. Provides for reinvesting privatization income into the companies, and contains important provisions relating to the use of foreign investments in the process of privatization. Available in English.
