Establishes the required conditions for the workers concerned, the forms of labour contracts, the rights and obligations of the workers, the conditions required and the responsibilities of organisations having the authority to carry out the activities provided for under licence granted by the Ministry of Labour, War Disabled, and Social Affairs. Also sets out the responsibilities of the central and local authorities in this area.
