Attached Schedule provides two sets of regulations, the South African Police Service Labour Relations Regulations and the South African Police Service Grievance Procedure Regulations. The first set regulates employee organizations. Section 2(1) guarantees the right of police officers to form and join employee organizations. Sections 3 through 11 create and regulate a National Negotiating Forum and a Provincial Negotiating Forum to deal with matters of mutual concern to employers and employees. Section 12 forbids strikes by employees and lock-outs by employers. Section 13 provides for arbitration procedures. The second set of regulations governs grievance procedures.
