Second Region

Provides for a three-branch presidential republic, dominated by the executive. Section 1 is entitled "Fundamentals of the Constitutional Structure" (outlines the overall objectives of the Constitution). Section II is entitled "Fundamental Rights, Freedoms and Obligations of the Individual and Citizen". This section establishes several inviolable rights but does not guarantee their enforcement. The enumerated rights include equal protection before the law and freedom from discrimination based on nationality, origin, social status, place of residence, language, religion and political affiliation. Citizens are also guaranteed due process, freedom of speech, and the right to vote. Section III is entitled the "System of State Bodies", and establishes a three-branch government. Other sections deal with matters such as local self-government, election and referendum system, judicial power and prosecutor's office.
