Act concerning the State Arbitrator. Negotiating parties in labour disputes shall permit the State Arbitrator to be an observer during collective bargaining and he has always the right to intervene and take over the directing of the negotiations if he considers it necessary. Both parties have the right to refer the dispute to the State Arbitrator. If the conciliation cannot be accomplished, the State Arbitrator shall propose a compromise and consult the negotiating parties concerning a ballot after the parties have presented the compromise to the members. Article 12 contains provisions on the results of the ballot. The State Arbitrator can introduce compromises as often as he considers necessary and when the negotiating parties require. Repeals sections 19 to 37 (Chapter III) of Act No. 80 of 1938 on Trade Unions and Labour Disputes.
