Improved and market-based provision of vocational training for Lebanese and refugees

The project will design a training programme that helps vocational training providers to gather information on and analyse market needs in order to provide targeted services responsive to community market demands.

The project’s main objectives is to improve the capacity of NGOs vocational training providers in delivering market-based skills training. The project will design a training programme that helps vocational training providers to gather information on and analyse market needs in order to provide targeted services responsive to community market demands. The training programme will also include technical support in developing competency-based curricula. These will draw from the private sector needs that the vocational training providers learn to identify.

Outputs

Output 1: Strengthened capacity of vocational training providers (NGOs) to prioritise training programmes based on market needs

Output 2: Strengthened capacity of vocational training providers (national and local) to design demand-driven curricula.

Output 3: Draft inter-agency guidelines for market-based skills trainings developed with ILO technical assistance

Main Activities

  • Conduct a training needs assessment to identify capacity needs of training providers and develop a training programme relevant to community market based assessment and training programmes competency based.
  • Adapt the ILO TREE manual to the Lebanese context building on collected lessons learned from current interventions
  • Implement training package on the TREE methodology and coach vocational training providers on its use and implementation in order to identify jobs in demand and design practical training directly linked to community-determined economic opportunities.
  • Update ILO Competency Based Training (CBT) manual developed for the Arab region
  • Implement a training package on designing demand-driven curricula based on competencies and coach vocational training providers on the use of CBT.
  • Provide post-training support package on TREE and CBT including coaching, quality assurance as well as technical inputs on implementation, monitoring & evaluation and testing and certification.
  • Provide guidance on potential post training support services and refer to employment service providers in Lebanon as follow-up services to their trainees such as career guidance and placement.
  • Provide technical assistance to develop guidelines for market-based skills training and training modalities provided as part of the Lebanon Crisis Response Plan livelihoods activities to support livelihood sector partners and vocational training providers in better planning and implementing vocational training programmes.
Outcomes (Outputs in Project Document)

The project addresses a critical issue regarding livelihoods for vulnerable Lebanese and Syrian refugees alike: Strengthening the employability of youth based on market needs in order to improve their chances of acquiring jobs. The project’s activities are designed to lead to improved community services and vocational training as per local labour market needs. Vocational training providers will be able to better coordinate and collaborate with other key labour market actors in developing, implementing and monitoring vocational training. Moreover, the project will serve to better link training outcomes to skills required by the market and thus to ultimately increase the employability of ultimate beneficiaries and their access to the labour market.
