The Institutional Features of Minimum Wage in China

Briefing note | 24 December 2020
Except for 3 provinces, minimum wage was not adjusted in China in 2020, in view of the extraordinary circumstances caused by the Covid 19 pandemic.

For 9 provinces, the last minimum wage adjustment was made in 2017, while for 12 provinces it was 2018.

As many provinces may begin to consider adjustment of minimum wage in 2021, ILO has carried out a brief review of the institutional features and the operation of the minimum wage system to highlight some issues and challenges that may need to be addressed in making the minimum wage system more effective and relevant in the new environment.
