ILO support towards revision of labour migration national legislations in Uganda

The Ugandan Ministry of Internal Affairs is in the process of developing a comprehensive National Migration Policy. This policy will serve as a guide to the management of internal, intra-regional i.e. both at IGAD and EAC regions and international migration flows.

The Ministry recognized the ILO as one member of the Technical Working Group (TWG) to support the Ministry in drafting and finalizing the National Migration Policy. The lead for the development of the national policy is the Ugandan Directorate of Citizenship and Immigration Control under the Ministry of Internal Affairs with the support from the TWG. The TWG includes representatives from various government ministries, offices, and other partners including trade unions, employers’ organizations and other development partners. Under this collaboration framework, ILO through the FMPT project financed by the European Union is providing technical guidance and financial support to undertaken Regulatory Impact Assessment (RIA) to critically examine the subject of migration, and relevant policies and legislation around the subject to determine on the need of having the policy and next steps in the development.

                  "The partnerships with Intergovernmental Authority on Development (IGAD) and The International Labour Organization (ILO) towards the development process of the Regulatory Impact Assessment (RIA) which is a key requirement by the Government of Uganda (GOU) for all Ministries, Departments and Agencies prior to the development of any new regulatory and policy framework. The technical and financial support from ILO will play a vital role for the Ministry of Internal Affairs to have the RIA done more especially during the hard global economic times caused by the COVID-19 global pandemic."

The support to the government of Uganda from the ILO will continue through the FMPT project to support finalisation of the National Migration Policy Framework in Uganda.
