Towards a Malawian Social Protection Floor: Assessment of Social Protection Programmes in Malawi

This study provides a comprehensive analysis of the current social protection expenditure in Malawi in terms of its sustainability, robustness, efficiency and effectiveness in preventing or reducing poverty and social exclusion. It examines existing non-contributory social protection interventions operating in Malawi under the framework of the Malawi National Social Support Programme, gathering evidence on their impact, cost effectiveness, sustainability and complementarities. It provides an analysis of the current structure of social expenditure and the development of recommendations on how to redirect its resources to the most effective areas and reducing expenditure on less effective activities.

Voluntary HIV Counselling and Testing (VCT) at work in Mozambique: Public-Private Partnership

Since 2006 the International Labour Organization (ILO) has been supporting stakeholders in the world of work to better respond to HIV and AIDS in Mozambique. Actions encompass scaling up access to HIV prevention and care through the workplace, increasing the demand for VCT, taking into account the gender-specific needs of women and men, and economically empowering women, young people and people working in the informal economy who are particularly vulnerable to HIV.

TAQEEM Fund for youth employment evaluation (Phase I & II) - A partnership to promote results-based monitoring and evaluation for youth employment in the MENA region: Public-Private Partnership

Taqeem (meaning “evaluation” in Arabic) has been implemented in two phases. The first phase worked with 15 youth employment organizations and initiatives reaching approximately 15,000 young people a year as part of a competitively selected Community of Practice (CoP) to improve their capacity to measure and monitor the impact of their programmes. This was achieved firstly through “Evaluation Clinics” which taught CoP members the key steps for impact evaluation and equipped them with enhanced, low-cost, high-impact monitoring and evaluation tools and small grants. The development of a web-based knowledge sharing platform and dissemination campaigns supported the reporting of successes and challenges to stakeholders and raised project profiles. Finally, organizations with positive results developed and conducted randomized control trail studies to show the impact of their programmes.

Technical cooperation activities to Combat Child Labour in Portuguese Speaking Countries in Africa, Brazil and Timor-Leste (CPLP): Public-Private Partnership

In the framework of this programme, the Caixa Geral de Depósitos (CGD) agreed with ILO Lisbon to fund technical cooperation activities to combat child labour in CPLP countries in 2010. Its contribution was used to cofinance other IPEC-related activities in those countries. The goal was to ensure greater coherence between national plans and social dialogue mechanisms to combat child labour and share good practices.
