TRANSFORM : A Leadership and Transformation Learning Initiative on building and managing social protection floors (SP) in Africa

TRANSFORM is an innovative learning initiative on the implementation of national social protection floors in Africa. Social protection floors are nationally defined sets of basic social security guarantees which secure protection aimed at preventing or alleviating poverty, vulnerability and social exclusion. TRANSFORM promotes critical thinking and builds capacity at national and subnational levels to improve the design, effectiveness and efficiency of social protection systems. It focuses on non-contributory social protection schemes and programmes. Key to TRANSFORM is the creation of a movement of skilled social protection leaders in Africa to support transformational change utilising state-of-the-art knowledge through internationally informed and locally relevant materials. By supporting the creation and management of nationally defined Social Protection floors which provide minimum social protection guarantees against poverty, vulnerability and social exclusion, the TRANSFORM initiative is aligned to the 2030 Leave No One Behind Agenda and specifically contributes to the achievement of SDG 1 and its target 1.3 in Africa.

The International Labour Organization Country Office for Zambia, Malawi and Mozambique has published its April 2021 edition of the quarterly newsletter. The Edition contains exciting human-interest stories among them: The cover story entitled, ‘COVID-19 Emergency Cash Transfers- Giving Hope in the Pandemic’, 398 GBV Survivors undergo Empowerment Training under GRZ-UNJP on GBV Phase II project, and 5, 000 Persons with Disabilities Registered on DMIS. Integrated Framework of Basic Social Protection Programmes – Implementation Plan

The Development of the Integrated Framework of Basic Social Protection Programmes (IFBSPP) was based on extensive consultations, a comprehensive mapping of existing non-contributory social protection interventions in the social assistance, livelihoods and empowerment pillars of the Zambia National Social Protection Policy (NSSP) and an evidence-based analysis of gaps and coherence of current programming. The IFBSPP in the implementation plan of the NSSP – is a concrete instrument to improve coherence in social protection programming and operationalize the Seventh National Development Plan (7NDP) targets. The International Labour Organization (ILO), with funding from the Swedish International Development Agency (Sida), has collaborated with the Kafue Gorge Regional Training Centre (KGRTC) to implement a project titled: Skills Development for Renewable Energy Sector (SkiDRES). The project objective is to bridge the skills gap in the Renewable Energy and Energy Efficiency (REEE) sub-sectors in Zambia and more generally in the SADC region. As a pilot intervention, the SkiDRES project was developed to test and validate the viability of a Pubic Private Development Partnership (PPDP) approach in the skills for REEE subsectors.
