SCORE is an ILO development cooperation programme that promotes productivity, competitiveness and decent work in emerging economies. The Programme is assisting governments, industry associations and trade unions in Africa, Asia and Latin America to develop export and domestic industrial sectors, with a particular focus on small and medium enterprises (SMEs). Its main intervention is SCORE Training, a practical training and onsite enterprise consulting programme that improves productivity and working conditions in SMEs. SCORE Training demonstrates best international practices in the manufacturing and service sectors and helps SMEs participate in global supply chains.

SCORE Programme was introduced in Ghana in 2011, targeting SMEs in the manufacturing sector. During Phase I from May 2011 to December 2012, SCORE was mostly active in the Accra-Tema metropolitan area, facilitating training to enterprises that serve domestic and regional markets with pharmaceutical, food and metal products, and expanded its services to suppliers in the developing oil and gas sectors and new regions including Central, Western and Brong Ahafo regions, during Phase II, from January 2013 to October 2017. By December 2018, 186 enterprises participated in SCORE Training. 30% of enterprises took more than Module 1 and 91% of the participants found SCORE Training useful and helped their business improvements.

During Phase III, the development objective of SCORE Ghana is “SMEs in national and global supply chains improve productivity and working conditions and provide decent work”. To achieve this goal, SCORE Ghana will focus on the following two outcomes:

Outcome 1: Public and private implementation partners have embedded SCORE Training in their national programs and budgets for SME development

Outcome 2: Lead buyers support suppliers through SCORE Training

With a vision to increase national ownership and suitability of the programme, SCORE Ghana will focus on strategic partnerships and capacity building of implementation partners. While strengthening the existing network of trainers, SCORE Training will be increasingly incorporated into public training packages to provide affordable access for SMEs.
